Hello Tamriel! I am Owen Hesse, Prince Royal and Steward of the region Kvatch. We have had a small history with this region and I am here to personally speak with the Emperor though I must admit I cant find where I might apply for a meeting of that sort. So if one might help this poor elven man with his trouble that would be most appreciated.

I of course did bring some beverages for all of you. Its quite the assortment from all over the place. Even have extra for the Nords.

Greetings, Prince Royal of Kvatch.

What is it that you wish to speak about?

The Government of Kvatch would like to start negotiations of a sort. We wonder if the Empire would at all be intrusted in merging with Kvatch. Here there is a RP which is done extremely well and in Kvatch the entire political aspect of nationstates as well as powerful allies are established. We are two pieces of a puzzle and fit together quite well.

I think I speak with the rest of the people involved in the Empire, that our region is doing quite well as is. We do have less numbers, but more activity, legion progressing, government stability, as well as an active RP and forum. Our forums are mainly Governmental use though.

We have had many active nations from other TES regions come here and praise our style of governing and work. We have more plans for this upcoming month and allies of our own. We are on the verge of establishing a Military Pact with 3 large regions with agenda close to our own.

We do need more rules on our RP but that's the fun in finding flaws and fixing them. We also have been told to be the most TES themed region as well as the most active.

I agree with a lot of that, that's why I'm here

We wouldn't want much change other than the forum. We love the RP you guys have going on and its the prime reason I like you guys so much, we would have it continue.

Allis are great, I cant se the government of Kvatch refusing anyone you have been in talks with. We have some very close allies as well. The Kingdom of Great Britain who is fairly large and DEN who as I'm sure you know has one of the most organized and impressive militaries on nation-states. Not sure you kept up with the war with Vardenfell but they couldn't keep up with the three regions.

If I am blunt the amount of TES players isn't going up. its doing the opposite, nation states used to keep multiple TES regions populated easily but its not the case anymore. The thoughts here are to not only bring our strengths together as a region but to make growth for a TES region viable. TES has stayed in the back light for to long.

Of course we wouldn't expect no demands on your part either. We are here to negotiate what you guys might want in a new home.

Personally, I see no reason the Empire would need to merge. Being allies is good. I will bring it up to the Council and have them Vote on this. If 2/3 wish to go ahead, then we will.

I'd simply ask for an audience where we can all speak together

So far they've all voted No on the subject. If you wish an assembly then I will gather then to the forums.

No offense, m'lord Owen, but I think I can safely speak for the overwhelming majority of the Empire when I say that we are vehemently opposed to merging with your region. Perhaps the other way around would be better?

While you might be some what older we already rival the nation count you guys have and that's because we bring a lot of experience from much much older regions. Our founder helped found the kingdom of Great Britain which is a very influential body in the game now. I am currently a major player there but that's not even the extent of regional experience.  

Osiris, The new galactic empire, The United Kingdom, DEN are places we have had or currently have a major impact with and all have had or have a much larger sphere of influence and larger populations than either of our regions are.

The issue with moving here is that this forum isnt equip (at least from what i can see with this masking) with the necessities or activity to function well inter regionally or politically. As a role play its great, you have the base of the region on the RMB which takes skill but 99% of regions use the forum as a heart and if we want good relations with them we would have to match that. Iv looked into some of the major powers in the game and I cant find an embassy from you guys in any of them. Even with us in Kvatch, I know you sent an ambassador but an actual request for an embassy was never filed. A region needs both aspects to thrive.

I'm also not expecting you all to simply come over. I relies leaving a home isnt easy and that you have great respect for your Emperor. We dnt see any reason or point for that matter in taking away any title or responsibility he has and as such we will be more than happy to give him a title and likely land.

We also do not want to go away with all you council members. We have a council of our own that draft actual legislation, which is kept and expected to be followed. The government works very much as an actual government works with a Steward(president) and ministers who intelligently do the work of their areas. We don't operate so strongly in the RP but I would like to and that's why I need you guys.

I don't feel this is a one day conversation. There are great benefits for both regions in this and we will continue to drag each other down while we wait in terms of numbers.

What are the concerns of this council on the move? What holds your decision in the negative?

Well, for one, relations with DEN isn't really a good look. We have a history, we have all of our leadership, we are very active in RP and such, and honestly, we are loyal to our region, and we like it the way it is. This is why I at least have no interest in a move. We have many relations with other regions, and we have all the network that we need. We don't need to be some huge region, and we have everything we need here already.

Basically, if it ain't broken, none of us see any need to fix it.

Whats your issue with DEN?

They are raider scum who have no life so they decide to be a pest to everyone else instead.

Personally, I don't care about the Bigger regions or what they do or think. We have our own interest in mind, and will do relations with who ever we thing deserves it. We have no need for major military alliance with raiders or defenders. I go with who ever comes to the table and help in our interest as well with our respect to theirs.

Our forum is also mainly just used for the Military and Government, because the RP is done on the RMB. We also have laws written down, and are currently being written down from the laws passed by Elder Council. Militarily, we are pretty set with our current legion progress.

We have kept embassy's open with Kvatch and only sent a Diplomat you yours, because we still deciding what stand we should take. Your region has attack others, worked with raider groups, declared war on a fellow TES region for trying to liberate a fellow TES region from you, and a few other I've been TGed about The Kingdom of Kvatch, but unfortunately deleted after discussions were over.

Are you still at war with Vvardenfell?

We are not. We came to a mutual agreement with our allies after they failed to put up a fight anywhere that they where not worth the time.

I do believe you are mistaken on why we started the war. It wasn't skyrim that put us up. They had been actively fighting with us in multiple raids, it was hard to start one without Vvardenfall popping in in an attempt to liberate it.

We are an imperialist region, we raid to take territory, or colonies if you will. We affiliate much like you, with people who are of use and DEN I'm sure you can agree is at least that. Useful.

Under Kvatch we wouldn't ask anything to change, the forum will remain the place of government but it is more active than here and the RMB the RP. Think of it as an expansion to be more in depth.

I don't believed Skyrim ever in the past year and a half, maybe more, has been able to participate in any raids. More like been raided. I kept in touch with a few people from there, before the last long running WAD CTE.

After speaking with some people I have a slightly different proposal

Still a merge but moving nations from Tamriel wont be necessary. We simply use the Kvatch forum for government activities and other RPs other than the main one and the RP going on here continues. We use the Tamriel RMB as the RP board and the Kvatch as more of a business board. Its a slightly different set up but I think it would work fine and sits in a zone where no one is forced to leave their home region but we still both get all the benefits.

I'm going to go with what the High Council has voted for, and keep us on the same terms we are now and decline the merge offer. Thanks though.
